Strategic Business Development Assessment
The level of your business development commitment depends on a number
of factors:
- Resources - Do you have enough people or the right personnel
on staff to give your RFP response or other proposal effort the best
chance to succeed?
- Experience - Does your staff have the know-how and experience
to use their time effectively throughout the proposal effort? Do they
understand the day-to-day commitment and focus necessary to give the
proposal the best chance of winning? Are the priorities and execution
up to the level you’d like to see?
- Time - Has your business development staff given your proposal
resources enough time to respond intelligently and cohesively to an
RFP, Task Order proposal, or other proposal or grant effort? Do you
know how to improve your intelligence gathering activities and
pre-solicitation efforts?

Proposal
Process Analysis
PP&A performs a detailed evaluation of your existing proposal
development and proposal writing processes. We review three to
five recent solicitations and your proposals and responses for
various evaluation factors. We also conduct interviews with
your staff proposal writing participants and designated sub-contractors
using detailed questionnaires. Using the information gathered through
these interviews and the reviews, we make recommendations for
implementing proposal development, proposal writing, and proposal
production process improvements customized to your organization,
including a comprehensive current status vs. desired status analysis,
and a detailed road map to achieve it.
Proposal
Readiness Review
One to three months in advance of an expected RFP release date,
PP&A conducts a systematic assessment of your organization’s
readiness to compete for targeted business opportunities. We
assess how well you address factors that influence final bid/no
bid decisions and identify factors and approaches to improve your
readiness and chances for success, including:
- Competitive intelligence
- Competitive strategy
- Pre-selling your approach and key staff
- Preparation for the proposal phase of the competition
Red
Team Support
An independent Red Team Review of your proposal can be a major
factor in helping you submit winning proposals. PP&A can manage
the entire Red Team process or provide one or more staff members
to serve as reviewers on the Red Team. Either way, you and your
proposal effort benefit from our first-hand knowledge of government
source selection experience. We can review your hard copy proposal,
oral presentation materials, and live delivery, and/or manage the
entire process, such as:
- Assign reviewer parameters and topic or section focus
- Review activity coordination and schedules
- Prepare and distribute formal capture of comments and
recommendations (detailed forms)
- Facilitate the Proposal Team debriefing
